from outside Europe have been selected to receive an Erasmus Mundus scholarship
for the academic year 2008/09. These scholarships will allow them to study in
Europe for one or two years and obtain a Master's degree from one of the 103
top-quality Erasmus Mundus Masters Courses offered by consortia of European
higher education institutions.
In 2008, a total number of 17 new partnerships of Erasmus Mundus Masters
Consortia with higher education institutions in non-European countries were
selected. Altogether, they encompass 62 universities from 28 different third
countries. These 17 partnerships foresee an outgoing mobility of an estimated
477 European students and 192 European scholars over the next two years. The
partnerships allow European higher education institutions, scholars and students
to strengthen their ties with other higher education environments in the
world...
The second phase of Erasmus Mundus (2009-13) is expected to start in 2009
with a planned total budget of 950 million euros. Its main new features are the
inclusion of joint doctoral programmes, increased scholarships for European
students and an intensified structural cooperation with third-country higher
education institutions. In addition, the new proposal integrates a mobility
scheme for all levels of higher education.
One of the characteristic features of the Erasmus Mundus programme is that
student grantees follow their courses in at least two universities located in
different European countries. This gives them the additional opportunity to
learn about European cultures, languages and academic systems.
On 6-7 June 2008 the University for Foreigners of Perugia, in Italy, will
host the 4th Erasmus Mundus Student Seminar and the 4th
General Assembly of the Erasmus Mundus Student and Alumni Association (EMA - www.em-a.eu). About 200 participants are expected
including representatives from the European institutions, Italian, Slovenian and
French national authorities, Erasmus Mundus course coordinators, national
contact points and, of course, more than a hundred students and alumni from the
entire world.

| 0 comment(s) Jeffrey Immelt, GE's CEO, has received a lot of publicity recently for fostering "imagination breakthroughs" by encouraging managers to think deeply about innovations that will insure GE's longer-term success. He has vowed that he will protect those working on the breakthroughs from the "budget slashers" focused on short-term success. Questions that this effort raises include: (1) Why so much publicity? (2) Isn't "deep thinking" what leaders are paid to do? and (3) Why do these kinds of effort require so much protection? In their new book, Marketing Metaphoria, Gerald and Lindsay Zaltman suggest some answers to the questions. In decrying the lack of what they call "deep thinking" among managers and especially those responsible for marketing, they suggest some things that get in its way. Among them are: (1) reluctance to take risk, especially when short-term performance is at stake, (2) the fear of disruption resulting from "thinking differently and deeply," (3) the potential psychological cost of changing one's mind resulting from deep thinking, and (4) the lack of information providing deep insights on which to base deep thinking. According to the Zaltmans, nearly all research techniques commonly used today probe humans only at their conscious level, that the subconscious (offering deep insights) really determines behavior, and that explains why humans don't behave as they say they will, whether in buying or other behaviors. As a result, for example, four in five product introductions perform below expectations. The Zaltmans expand on ideas they have been studying for some years, namely that strategies of all kinds can be based on insights gained from listening in a disciplined way for metaphors that relatively small numbers of people (consumers, managers, public servants, etc.) use in the course of extended, probing interviews. In these interviews, the object is to use "surface metaphors," like "I am drowning in debt," to identify "metaphor themes," like "Money is like liquid," and the associated "deep metaphor," in this case "resource." They claim that just seven deep metaphors—balance (equilibrium), transformation (changing states or status), journey (as in life), container (keeping things in and keeping things out), connection (feelings of belonging or exclusion), resource (providing survival), and control—describe 70 percent of our inner feelings. The objective is to find deep metaphors that individuals share in common (a true market segment or a basis for resolving a confIict) rather than differences. If we would just take the time to explore them we would be able to realize such things as more substantial, farsighted, successful new product introductions (such as the hybrid auto ten years ago at Toyota); more successful conflict resolution; and more significant innovation, Ã la GE, in general. This raises several questions: Have the Zaltmans hit on a basic problem of leadership and management today? Are there appropriate responses other than the one that GE is pursuing? What is your organization doing to combat the absence of deep thinking in decision-making? What are you doing to combat it in thinking about your own life inside and outside the organization? Grassley is seeking additional information about four liver transplants performed at the UCLA Medical Center involving patients who were suspected members or associates of Japanese organized-crime groups, the Los Angeles Times reported. Two of the recipients made subsequent donations of $100,000 to UCLA. The university and the surgeon who performed the operations, Ronald W. Busuttil, have released statements saying they do not make moral judgments about patients. In a letter to UCLA, Senator Grassley, a Republican of Iowa, wrote, “While surgeons do not seek to pass moral judgment on the patients they treat, Americans hope at the very least that foreign criminal figures wait in line along with the rest of us.” The operations took place from 2000 to 2004, a period when more than 100 patients in the Los Angeles area died waiting for liver transplants. —Charles Huckabee

Levin, announced in a letter to alumni. Pointing to the large number of talented applicants that Yale turns away each year, Mr. Levin noted that the university’s last significant increase came with the admission of women, in 1969, and that undergraduate enrollment had remained at about 5,200 since 1978. The new residential colleges are expected to open in 2013. To pay for the expansion, the university is also increasing the goal of its Yale Tomorrow fund-raising campaign by $500-million, to $3.5-billion. —Charles Huckabee

Johnston, who recently was selected to become the next president of Saint Martin’s University, died in his sleep at his home in Salem, Ore., on Friday night, the university has announced. Mr. Johnston, who was 59, was to have taken office at Saint Martin’s, a Roman Catholic institution in Washington State, on July 1. The cause of his death was not known, The Oregonian reported. Mr. Johnston had served in several administrative roles at Willlamette University, in Salem, including as its interim president in 1997 and 1998. He also had been a state legislator in Oregon and was head of a division of its Department of Human Services. “We are deeply saddened by the news of Bryan’s death,” Douglas M. Astolfi, Saint Martin’s current president, said in the university’s statement. “More than a loss for the university community, this is a tragedy for Bryan’s family. | 0 comment(s) A well-known Harvard child psychiatrist may have violated federal and university conflict-of-interest rules by belatedly reporting to university officials that he had earned at least $1.6-million in consulting fees from drug makers, The New York Times reported, citing information given to investigators working on behalf of Sen. Charles E. Grassley, a Republican of Iowa. The senator’s office looked at information from the psychiatrist, Joseph Biederman, and a colleague in the psychiatry department at Harvard Medical School, Timothy E. Wilens, in relation to federal grants they received. Dr. Wilens, like Dr. Biederman, belatedly reported earning at least $1.6-million from 2000 to 2007, the Times reported. Another colleague, Thomas Spencer, reported earning at least $1-million after he was pressured by investigators, the paper said. Senator Grassley suggested that even the belated disclosures might understate the researchers’ outside income, saying their data did not match payment information obtained from the companies. “In a few cases, the doctors disclosed more money than the drug companies reported,” he said in remarks published in the Congressional Record. “But in most cases, the doctors reported less money.” A Harvard spokesman told the Times that the information regarding the doctors had been referred to a university conflict committee for review. Dr. Biederman is widely known for research that has supported the use of antipsychotic drugs in children. He said in a statement to the Times that he took conflict-of-interest policies “very seriously.” Dr. Wilens and Dr. Spencer told the newspaper they thought they had complied with conflict-of-interest rules. —Audrey Williams June

| 0 comment(s) Updated at 10 p.m. The U.S. Coast Guard has found the body of a missing crew member from a Texas A&M University at Galveston sailboat that capsized during a race from Galveston to Veracruz, Mexico, the Houston Chronicle reported. The dead crewman, Roger Stone, of Clear Lake, Tex., was the sailboat’s second safety officer. He was found in the vessel’s wreckage. According to an account of the disaster in the Houston newspaper, Mr. Stone discovered the boat was taking on water, made sure everyone else aboard got off safely, but was unable to do so himself. “We now know that Roger Stone died a hero in the classic sense of the word,” said R. Bowen Loftin, chief executive officer of the Galveston campus. A Coast Guard helicopter located the five other sailors at about 2 a.m. today after an 18-hour search. They were sunburned and dehydrated, but listed in good condition at the University of Texas Medical Branch in Galveston. The rescued crew members, who stayed afloat with four life vests, were another safety officer, Steven Conway, and four students from the Houston area: Ross Busby, Steven Guy, Joe Savana, and Travis Wright. “I’ve talked to all of them, and they’re all doing fine,” said Mr. Loftin. “They were extremely happy to be alive.” —Katherine Mangan

| 0 comment(s) The Illinois Supreme Court has declined to review a jury’s finding that Knox College’s negligence contributed to the 1998 murder of a student in a campus building, the Peoria Journal Star reported. The victim, Andrea Racibozynski, died after another student, Clyde Best, knocked her down a stairwell and beat her with a brick. Mr. Best, who pleaded guilty but mentally ill in 1999, was sentenced to 60 years in prison. In 2000, Ms. Racibozynski’s family filed a civil wrongful-death lawsuit against Knox. The jury awarded the family more than $1-million, finding the college negligent for failing to provide adequate lighting and security in the stairwell where the assault took place. In their subsequent appeals, lawyers for Knox College argued that the institution had adequate security and could not have prevented the murder by installing more lights. —Eric Hoover

Mearsheimer, authors of The Israel Lobby and U.S. Foreign Policy, are scheduled to speak on Thursday at the Hebrew University of Jerusalem. The title of their talk: “Is the ‘Israel lobby’ good for Israel?” Both men have also courted controversy in the United States with their argument that Israel wields disproportionate influence on the United States’ foreign policy. Mr. Walt is a professor of international relations at Harvard University’s John F. Kennedy School of Government, and Mr. Mearsheimer is a professor of political science at the University of Chicago. “Their decision to come here means they are looking for a good fight,” said Akiva Eldar, a columnist for the Israeli newspaper Ha’aretz, told The Guardian, a British newspaper. Gerald Steinberg, a professor of political science at Bar-Ilan University, won support from some colleagues when he suggested in an e-mail message that the American authors should address “an empty room.” “Their articles and books are not academic,” Mr Steinberg told The Chronicle. “It’s not research, it’s a polemic. It doesn’t belong in a university.” But Menachem Klein, a colleague of Mr. Steinberg’s at Bar-Ilan, said it was inappropriate for Israelis to call for shunning visitors when Israeli academics are themselves the targets of attempted boycotts by British lecturers and others. “I am against boycotting anyone,” Mr. Klein said in an interview. “Academia is about arguing, free debate, and free speech. If you have good arguments, go there and debate.” —Matthew Kalman

| 0 comment(s) Policy analysts, college leaders, and government officials from more than 20 states gathered in Charlottesville, Va., today to discuss the national purposes of American higher education and to identify ways to overhaul public policy to meet the needs of the nation’s changing population. The conference was sponsored by the University of Virginia’s Miller Center of Public Affairs and the Association of Governing Boards of Universities and Colleges. The groups plan to publish a report and recommendations that emerged from the day of conversations. Detailed information about the event, including video, is available here. Gordon Davies, the former director of the State Council of Higher Education for Virginia, the state’s coordinating board, concluded the gathering by saying that the group had reached a broad-based consensus on the key higher-education issues facing the United States this century. Those issues include the need to improve workforce training, to enact policies that support and foster lifelong learning as most states’ populations age and grow more diverse, to alter reward systems for institutions and states, to support institutional research that is focused on states’ needs, and to foster institutions’ engagement in their local communities in ways that seek to improve social and economic well being. Mr. Davies also emphasized that while the group articulated a set of national purposes for higher education, most solutions for improving policies must be developed locally. —Sara Hebel

| 0 comment(s) Several pieces of art stolen two weeks ago from the University of British Columbia’s Museum of Anthropology have been recovered, according to the Canadian Press. Some of the items apparently were found at a house in a Vancouver suburb. The police are not releasing any further information because the investigation is continuing. University officials were relieved to hear the items were intact and were waiting to learn what pieces had been recovered. The theft sparked fears that the works, which included jewelry and other gold items by Mexican artists and the Haida sculptor Bill Reid, would either disappear into a private collection or be melted down. The university has offered a $50,000 reward, and an insurance company has put up an undisclosed additional amount for information. CBC News reported last week that members of the museum’s security staff were hoodwinked the night of the heist after two cameras went off line and a caller, supposedly from the alarm company, told them there was a malfunction and to ignore any alarms. The thief or thieves broke in later, while the sole guard on duty was taking a smoking break. Cameras that were still working did pick up some shadowy figures, but because the lights are turned off to save energy, the footage was not very useful. —Karen Birchard

| 0 comment(s) According to the U.S. Patent and Trademark Office, intellectual property in this country is worth more than $5 trillion—about twice the amount of the current federal budget. The question: Are companies taking advantage of this value? Not as much as they could be, is the answer from Harvard Business School professor Josh Lerner, an expert in intellectual property protection and commercialization. He believes many companies have failed to recognize the growing importance of IP in the global economy. "It has become more essential than ever that firms have a clear policy for maximizing the value of their intellectual property," he says. We asked Lerner to discuss current issues in IP and also describe an Executive Education course he will teach this summer on the subject. Sean Silverthorne: Do you think companies in general do an effective job at monetizing intellectual property or using it to gain competitive advantage? Josh Lerner: There is a tremendous diversity of responses to the growing importance of intellectual property on the part of firms. In many cases, firms have ignored the increased role of intellectual property in today's economy for too long, and have failed to adopt strategies to monetize their holdings. In other cases, however, companies have adopted "scorched earth" policies that aim to confront and litigate with rivals about intellectual property, which have often proved to be counterproductive as well. Q: Why is it important today for firms to focus on their IP? A: In many nations, intellectual property has become increasingly important. In part, this change has reflected the changing mixture of the economy, with the development of knowledge-intensive industries such as software and biotechnology. This change has also been driven by policy shifts, which have sometimes naively associated stronger intellectual property protection with more innovation. Global treaties and conventions have played a role as well. As a result of these shifts, it has become more essential than ever that firms have a clear policy for maximizing the value of their intellectual property. Q: How effective are copyright law and patent law, both here and globally, in protecting IP? What are the weaknesses that companies need to think about? A: The range of patent and copyright legislation is vast, and the complexity of policies in even a single country is substantial, so it is hard to generalize. But it is clear that intellectual property laws are not a cure-all. In many cases, rivals can "patent around" even the broadest award, and copyright law is typically even narrower. Even when a firm can prevent a rival from undertaking a directly competitive product, if the rival introduces an inferior substitute, it may damage consumers' perceptions and depress sales in the entire product category. As a result, intellectual property protection must be seen as not a cure-all, but rather as a tool with both strengths and weaknesses. Q: What companies would you consider the exemplars in developing effective strategies for their IP? What makes these strategies so effective? A: We can consider a few examples of striking strategies: Q: What is happening in the area of patent pools? Are these becoming more popular and, if so, in which industries? A: In a patent pool, firms blend their patents with those of other firms. These pools allow users to access a number of firms' patents simultaneously, thereby avoiding the "patent thicket." In many cases, the pooling agreements also specify the pricing schedule in the agreement that establishes the pool, assuring that no party attempts to extract very high fees or to increase its fees after users are locked in. Patent pools date back as far as the 1850s but have proliferated in recent years. Goods covered by patent pools totaled at least $100 billion in the United States in 2000, while multiple standard-setting bodies today cover virtually every high-technology product. Moreover, the scope of these activities is likely to grow in future years. In many industries, leaders have expressed frustration about the proliferation of patent thickets—the large number of overlapping awards—and the ensuing rise of costly and time-consuming litigation. In many cases, technology sharing has been proposed as a remedy. And the scope of industries considering adopted patent pools has also grown. While the patent pools have been well established in basic manufacturing and electronic industries for decades, they have been seen as a potential solution for increasingly prevalent patent licensing issues elsewhere, such in new biotechnology-related fields. For instance, a great deal of interest has surrounded proposals to use patent pools to address the multiplicity of rights that are slowing research in critical diseases such as AIDS and breast cancer. Patent pools are only one way in which firms share their technology with each other. The rapid growth of open source software over the course of this decade has been highlighted in numerous press accounts. The multibillion dollar initial public offerings of Red Hat and VA Linux, IBM's embrace of open source and its investment of billions of dollars into these projects, and the recent (though qualified) embrace of Linux by Microsoft, formerly a bitter opponent: all these events have been extensively documented. What is much less well appreciated, however, is that open source is only the tip of the iceberg of the technology sharing that is reshaping high-technology industries. Patent pools, standard-setting organizations, and technology licensing efforts are having a profound effect on how firms seek to exploit new discoveries. Q: You are teaching an Executive Education course this summer on Strategies for Protecting and Monetizing Intellectual Property. What are some of the key takeaways you hope to leave with your participants? A: The course will be an attempt to explore this exciting and dynamic arena. scholarship and the assumptions made - or often said to be made - by
today's "Google generation", where everything is about instant
gratification and "facts at one's fingertips", and information that
lies more than three clicks away simply doesn't exist. Many are now
concerned that this generation gap presents a fundamental challenge to
some of the things that universities have long stood for, and that
universities are either unable or failing to bridge it.
